1996:The program began as a community coalition comprised of Prescott Unified School District, West Yavapai Guidance Clinic, Yavapai Big Brothers/Big Sisters, Yavapai County Health Department, and Catholic Social Service. Once grant funding was secured to implement the community-based plan, Catholic Social Service (now Catholic Charities Community Services) was delegated by the coalition to serve as the lead agent of the grant. Catholic Charities has been providing social services in Arizona without regard to background or religion and is well respected in the community. The coalition felt its prominence in the community and expertise made it the ideal organization to provide financial oversight of a new program.
1997:
The Teenage Pregnancy Prevention Program (TAPP), a program of Catholic Charities Community Services, was founded to help youth and teens make positive choices though education, skills-building and community engagement. Since the program inception, a comprehensive array of programs has been developed to help young people avoid risk-taking behavior as they develop problem-solving and interpersonal skills, discover the richness and diversity of their communities, and make important contributions to those communities.
There is no religious component attached to the coalition or the North Star program mission other than no programs are contrary to Catholic Social teaching. In fact, our funding sources strictly prohibit the promotion of religion and funding is prohibited from being expended for sectarian instruction, worship, prayer or proselytization and we sign assurances stating this does, and will, not occur.
2008:
The program that began as the Teenage Pregnancy Prevention Program (TAPP) changed its name to North Star Youth Partnership to better reflect its holistic mission of building healthy youth through leadership and community engagement.
